Thanks for your reply.

We solved a similar problem with tc IP filtering and used an HTB 
qdisc with a netem qdisc added to each HTB class.  This enabled us to 
specify network characteristics of each emulated link 
independently.  I was planning to use the same approach, but filter 
by MAC address instead of IP address.  I hope that works.
