If both modems go to the same ISP, you have a big chance that the
MAC-address of the Access Concentrator (if that is the correct
name) is the same on both modems. You will have to have a IVL
switch for that.

(I took me a few days to figure that out on a german dsl
provider..)

Anyway: to figure out if this is your problem: look at the
mac-address of the AC, not the mac-address of the modem itself by
tcpdumping both vlans and look at incoming.
